{"id":13,"date":"2026-08-27T17:50:21","date_gmt":"2026-08-27T17:50:21","guid":{"rendered":"https:\/\/nationalrenewalpartysite.org\/?page_id=13"},"modified":"2026-08-27T17:50:21","modified_gmt":"2026-08-27T17:50:21","slug":"a-proposed-congressional-statutory-act-on-voting-reform","status":"publish","type":"page","link":"https:\/\/nationalrenewalpartysite.org\/?page_id=13","title":{"rendered":"A Proposed Congressional Statutory Act on Voting Reform"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; A Proposed&nbsp;Voting&nbsp;Act<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under&nbsp;the&nbsp;First Amendment to&nbsp;the&nbsp;Constitution Americans have&nbsp;the&nbsp;right to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">petition Congress to pass laws.&nbsp; In&nbsp;the&nbsp;case of improving our political system<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a national petition could be circulated to ask Congress to pass an&nbsp;Equitable<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Voting&nbsp;Act&nbsp;along&nbsp;the&nbsp;following lines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;THE&nbsp;PETITION<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We&nbsp;the&nbsp;undersigned ask Congress to pass&nbsp;the&nbsp;Equitable&nbsp;Voting&nbsp;Act&nbsp;as<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">proposed by&nbsp;the&nbsp;American Coalition for Election Reform.&nbsp; We further<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">state that we intend to take into account our representatives\u2019 actions<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">on this request in our&nbsp;voting&nbsp;in future elections for&nbsp;the&nbsp;House and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">THE&nbsp;EQUITABLE&nbsp;VOTING&nbsp;ACT<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GIVEN&nbsp;the&nbsp;need of&nbsp;the&nbsp;American people for a more&nbsp;equitable&nbsp;voting&nbsp;system<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and given Article 1 Section 4 and&nbsp;the&nbsp;14th Amendment of&nbsp;the&nbsp;Constitution<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and&nbsp;the&nbsp;precedent in Oregon v. Mitchell, Congress hereby mandates&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">following for all federal elections:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1.&nbsp; Henceforth, federal elections for president and vice-president and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">for members of Congress shall be conducted by approval&nbsp;voting.&nbsp; Under<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">approval&nbsp;voting,&nbsp;voters&nbsp;can give one&nbsp;vote&nbsp;each to&nbsp;the&nbsp;candidate or<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">candidates they support with&nbsp;the&nbsp;candidate having&nbsp;the&nbsp;most&nbsp;votes<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">winning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.&nbsp; Henceforth, five political parties shall be present on&nbsp;the&nbsp;federal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ballot, four occupied by&nbsp;the&nbsp;top four in terms of&nbsp;the&nbsp;number of&nbsp;votes<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">cast for their candidates for president in&nbsp;the&nbsp;previous election for that<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">office or by&nbsp;the&nbsp;number of&nbsp;votes&nbsp;cast for party candidates in&nbsp;the&nbsp;previous<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">congressional mid-term election and&nbsp;the&nbsp;fifth position filled by a nation<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">wide competition open to other parties and groups.&nbsp; In addition, no<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">state shall deny&nbsp;the&nbsp;right of three write-in&nbsp;votes&nbsp;for each office on&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">federal ballot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a.&nbsp; Following&nbsp;the&nbsp;passage of this&nbsp;act,&nbsp;the&nbsp;Democratic Party,&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republican Party,&nbsp;the&nbsp;Green Party,&nbsp;the&nbsp;Libertarian Party, and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the&nbsp;National Renewal Party shall initially appear on&nbsp;the&nbsp;federal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ballot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.&nbsp;&nbsp;The&nbsp;Federal Election Commission shall be responsible for<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">administering&nbsp;the&nbsp;nation wide competition for fifth place according to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">the&nbsp;number of legitimate signatures on petitions for ballot access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a.&nbsp; To assure that access is for a party of national importance,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">no signatures from a single state in excess of 20% of&nbsp;the&nbsp;total<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">collected shall be used in calculating&nbsp;the&nbsp;valid totals for each<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">petition effort.&nbsp;&nbsp;The&nbsp;party with&nbsp;the&nbsp;highest number of legitimate<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">signatures so calculated shall be on&nbsp;the&nbsp;federal ballot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">b.&nbsp; In carrying this out,&nbsp;the&nbsp;Federal Election Commission shall<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">set reasonable conditions and a reasonable time period and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">deadline for&nbsp;the&nbsp;petition process which are fair to parties and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">groups in terms of organizing their efforts and fairly allows&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">winning party to effectively participate in&nbsp;the&nbsp;following federal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">c.&nbsp;&nbsp;The&nbsp;Federal Election Commission shall be compensated by&nbsp;the&nbsp;US<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Treasury for&nbsp;the&nbsp;costs entailed in carrying this out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">4.&nbsp; No nominee for president and vice-president of&nbsp;the&nbsp;five political<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">parties on&nbsp;the&nbsp;federal ballot shall be denied&nbsp;the&nbsp;right to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">participate in&nbsp;the&nbsp;national debates held under&nbsp;the&nbsp;aegis of&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commission on Presidential Debates or any other appropriate entity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5.&nbsp;&nbsp;The&nbsp;procedures for nomination of party candidates for federal<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">office whether by primary elections, by caucuses, or by party<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">conventions or rules shall, consistent with&nbsp;the&nbsp;observation of<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">democratic norms, be determined by&nbsp;the&nbsp;political parties themselves.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in&nbsp;the&nbsp;case of public primary elections for congressional<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">candidates,&nbsp;the&nbsp;voting&nbsp;shall be by approval&nbsp;voting&nbsp;on each party\u2019s<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ballot.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp; &nbsp;a.&nbsp; All federal incumbents not on any of&nbsp;the&nbsp;official party ballot<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">lines but eligible for reelection shall be guaranteed their own<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ballot line for reelection unless they inform&nbsp;the&nbsp;U.S. Secretary of<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">State of their intention not to run.&nbsp; In&nbsp;the&nbsp;latter case, no tallies<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">shall be made for them nor considered for them in&nbsp;the&nbsp;election results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;rights of representatives in this matter shall not be prejudiced<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">due to redistricting following&nbsp;the&nbsp;decennial census.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GIVEN&nbsp;the&nbsp;desire of&nbsp;the&nbsp;American people to elect their president and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">vice-president by popular&nbsp;vote&nbsp;and given Article 1 Section 10 of&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Constitution, Congress authorizes&nbsp;the&nbsp;creation of an interstate<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">compact to allow&nbsp;the&nbsp;allocation of state electors to those of&nbsp;the<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">candidate with&nbsp;the&nbsp;most popular&nbsp;votes&nbsp;nationwide as long as that<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">candidate has at least a 50% approval rate nationally.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Could such a petition effort give&nbsp;the&nbsp;American people&nbsp;the&nbsp;tools to get<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">a less partisan and more ethical political elite in our federal elected<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">offices?&nbsp; We won\u2019t know without trying, something that has not been<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">tried but clearly is sorely needed as&nbsp;the&nbsp;2016 election well illustrates.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp;
